Not eligible at any tier: transfer taxes, blacklists or rebasing balances, or no PulseX pool against WPLS, PLSX, HEX or a bridged stablecoin. Upgradeable contracts are capped at Tier 2. Scores are estimates from public data; the team checks every request by hand before a listing.
